司馬文信箱回應

我們最近收到 Mr. Abraham Li 關於一些小型旅行社現時面臨的困難的公開回應後，已即時與李先生接觸，並在輕鬆愉快的環境下詳細討論了有關問題。得李先生的同意下，就此發放我們有關回應的內容:

• 關於收緊旅遊代理商的審批準則以提升旅遊界專業形象，這是服務水平的因素，並不是資本的因素。我當然期望能幫助現有的旅行社減低營運成本。
• 關於信用卡簽帳，當中牽涉很多問題需要與信用卡公司磋商，例如開設信用卡戶口的最低要求、信用卡交易徵費，與及簽卡款項退回時限 。
• 作為經營一間旅遊批發及總代理商，小型旅行社的支持是十分重要。而互聯網及經營環境的轉變，確實加添我們業界經營的困難，因此我決定參選今次立法會選舉以幫助解決現時的困局。我希望你能夠為業界設想，在九月七日(星期日)投我司馬文一票。

我們亦收到一封由由恆樂旅遊發出有關 ‘Same Day Void Ticket’ 官司的公開信。以下是本人的回應:

恆樂旅遊有限公司仝人您們好,

貴公司來信中提及到TIC在”Same-day Void”事件上確實沒有為旅行社的利益出過一分力，這實為非常正確。
另一方面，白嘉民先生並不是獨力面對這場官司，他還得到SIPA會員及董事的支持。
因要付合法律程序，SIPA亦同意白先生以私人公司名義提出訴訟。
可惜的是, 我們錯過了談判 ‘three-day void ticket’ 這事件的機會，最後白先生須負擔160萬的訴訟費。
TIC到目前仍等待白先生正式申請索回有關訴訟費。
請相信我，有很多後台熱心人士從來沒有鬆懈, 並有決心收拾這個殘局。

Responding to emails and queries

1. We received feedback from Mr. Abraham Li regarding issues for small agencies. We have reached out to Mr Li. With his permission here is a summary of our response.

• With stringent criteria I ask for a higher professional requirements, it is a standards issue, not a capital issue.
• I certainly want to lower the cost of operations for existing travel agents.
• Issues to be discussed with credit card companies include: the minimum threshold for travel agents to become merchants, surcharges for merchant fees, the longer reimbursement period, and credit risk .

2. We also received an open letter from a Ms Daisy Lai regarding the Same Day Void Ticket court case. Here is our response:

Dear Daisy,

You are right, TIC as an organisation failed to manage the same-day void ticket issue for the benefit of agents.

However, Francis Bagaman was supported by the many members and directors of SIPA. He was not alone.

SIPA agreed that Francis would use his company because that was the only way to bring the case to the court.

We missed the chance to negotiate a three-day void ticket.

Francis Bagaman has ended up with a HK$1.6m legal bill.

TIC has yet to receive a correct claim for the funds it can process.

Trust me, many are working hard behind the scenes to clean up this mess left behind.
